This annual award recognizes the top young leaders in the Transportation Demand Management (TDM) industry for implementing creative solutions that improve the quality of life of commuters and the livability of communities.

As a Senior Client Operations Manager, Nilsa manages several high-profile commuter transportation programs in California’s Bay Area. She has successfully implemented new operational performance standards that have improved on-time performance, increased ridership, and improved rider satisfaction. In addition, Nilsa is dedicated to Hallcon’s mantra to be #1 in safety, implementing site-wide safety training meetings and protocols to instill crucial safety concepts and new initiatives.

Joining Hallcon in 2015, Nilsa’s operational talent and team-building skills were quickly recognized. Her efforts to create a safe, reliable, and relaxed commuting experience directly impacts thousands of California commuters every day. She believes that making a positive impact on California’s commuter transportation environment starts with developing a positive culture on her team.
