Hallcon has taken a monumental step forward in advancing sustainable transportation with the groundbreaking of its newest Electric Vehicle Operations Center (EVOC). The facility, the largest 24/7 EV fleet charging hub in the state of Washington, boasts 5 megawatts of power and 60 high-capacity charging ports, capable of charging over 300 vehicles daily.
On July 22, 2025, Hallcon held a groundbreaking event attended by company leaders, city and state officials, and sustainability advocates from across the Puget Sound region. The new EVOC signifies a significant advancement in clean energy infrastructure for both the city of Redmond and the state of Washington, aligning with ambitious climate goals and addressing the growing demand for EV charging solutions.

“This is more than just a facility; it’s a vision for a cleaner, greener tomorrow,” said Hallcon President and CEO John R. Stoiber during his address. “We are deeply grateful to the City of Redmond for welcoming us so warmly. Together, we’re setting a new standard for sustainable transportation.”
A Milestone Facility for Redmond and Beyond
Spanning nearly four acres, the EV Operations Center positions Redmond as a leader in sustainable transportation nationwide. Packed with advanced EV infrastructure and analytics, the facility is projected to eliminate over 25,000 tons of carbon emissions annually. This is equivalent to removing more than 5,000 cars from local roads each year.
“This groundbreaking isn’t just about the number of chargers or megawatts. It’s about building a stronger, healthier Redmond,” said Mayor Angela Birney at the event. “Hallcon’s commitment to sustainability aligns seamlessly with our goals as a city. We are thrilled to see this innovative project come to life in our backyard.
A Collaborative Effort
Washington State Senator, Vandana Slatter, emphasized the importance of the project, praising Hallcon’s leadership in aligning private investment with public sustainability goals.
“Hallcon exemplifies what can be achieved when private investment aligns with public purpose, paving the way for a cleaner, more sustainable future for our communities,” she said.
Senator Slatter reflected on Hallcon’s bold vision, recalling her early discussions with Stoiber. “When I first met John, I didn’t fully grasp his vision at the time, but now I see how extraordinary it is to take an idea like this from concept to reality. It’s been a privilege to witness this progress. With the support of the city and so many partners, this project reflects a shared responsibility for acting on climate and safeguarding our planet.”
Washington State Commerce Director, Joe Nguyễn, echoed the sentiment, stating, “Washington has bold climate ambitions, and it’s partnerships like this that make them achievable. Hallcon is exemplifying what it means to lead by action.”
Partnering with the state and local utilities was critical to the success of this project. Puget Sound Energy’s Director of Customer Energy Innovation, John Mannetti, remarked, “This facility isn’t just the largest in Washington—it represents a shift in how we think about sustainable infrastructure. Hallcon’s leadership is paving the way for cleaner cities and healthier communities.”

Technical Excellence Meets Visionary Leadership
The Redmond EVOC delivers technical innovation and operational reliability. Some standout features include:
- Charging-as-a-Service (CaaS): A valet-style vehicle staging service ensures fleet vehicles are charged overnight and ready for operation each morning.
- EVOne® Analytics: Hallcon’s proprietary platform provides advanced monitoring, optimization, and 24/7 reliability, facilitating seamless operations while maximizing environmental benefits.
- Reliable Backup Power: With 1.5 megawatts of backup power available, the site guarantees uninterrupted operations even during emergencies.
“Our mission has always been about creating solutions that serve not just today’s needs but those of generations to come,” Stoiber stated. “With EVOne®, we’re raising the bar for operational precision and environmental stewardship in EV charging.”
A Transformative Impact on Redmond
The new facility will create up to 50 green jobs, providing a boost to the local economy while leaving a lasting impact on the surrounding community. By reducing emissions, creating jobs, and fostering innovation, Hallcon’s investment solidifies Redmond’s role as a leader in sustainability.
“This project represents everything we strive for—a cleaner environment and a thriving economy,” stated Mayor Birney. “It is partnerships like these that turn ambitious plans into reality.”
A Bold Leap Forward
With the facility set to open in late 2025, excitement continues to build for Hallcon’s EVOC in Redmond. Collaborations between the State of Washington, the City of Redmond, utility providers, and clean energy innovators have created a clear path to a greener future in the Puget Sound region.
“This is only the beginning,” Stoiber concluded. “Our partnership with Redmond is a long-term commitment. Together, we’ll continue to innovate, build, and lead the charge toward a sustainable tomorrow.”
